"With dismay, I learned of the awful incident in Muenster", Seehofer said in a statement Saturday, adding, "Police in Muenster and throughout (the state of North Rhine-Westphalia) are now working hard to investigate the matter".

A security source added: "The scenario is such that an attack can not be ruled out".

Police have appealed to the public for information about the attack, setting up a website where people can upload photos or videos.

Twenty people were left injured after the attacker drove a van into a crowd of diners on Saturday afternoon. The driver was a German citizen, said Herbert Reul, state minister for internal affairs in North Rhine-Westphalia state.

Some of the 20 people injured in the crash are still in life-threatening condition.

Authorities are treating the incident as an attack.

They said there was no sign of a political motive for the attack.

Daniel Kollenberg, who witnessed the aftermath, told the BBC: "I think it is a deliberate attack because it's not allowed for cars to go in this area". "The investigations are being conducted at full speed and on all fronts", he added.

"According to the current state of the investigation, the driver is probably a 48-year-old man from Muenster", said Chief Prosecutor of Muenster Martin Botzenhardt in the statement.

In the van, the authorities managed to find only the driver's weapon "a gun and big fireworks, whose powder can be used to make an explosive".

The motivation of the attack remained unclear so far, while some German media reported that the perpetrator could be psychologically disordered.

Muenster prosecutors and police said in a joint statement Sunday it was too early to say why the man had stored the chemicals at his Muenster home.

A search of the man's Muenster apartment late Saturday turned up more fireworks and a deactivated AK47 assault rifle.

The local daily Muenstersche Zeitung reported that the perpetrator had vaguely announced his suicide plans a week ago in an email to friends, but police would not confirm the details.

The city was buzzing on Saturday - one of the first warm spring days of the year - and people were sitting outside the famous Kiepenkerl pub when the van was driven into the bar's tables with such force that the vehicle only stopped when it hit the pub's wall.

Muenster is a popular tourist destination with 300,000 inhabitants, known for its medieval old town, which was rebuilt after the massive destruction during World War II.
