But Amnesty notes that the true extent of the use of the death penalty in China is unknown and thousands of state sanctioned executions are still believed to be carried out.

At least 2,591 death sentences were recorded in 53 countries in 2017 - down from a record high of 3,117 in 2016 - and at least 21,919 people are known to be under a death sentence, Amnesty said.

Sangiorgio stresses that Amnesty is not looking to "create impunity for crimes", but rather to demonstrate that the death penalty "doesn't work".

Kiryl Kazachok, convicted of rape and murder, was shot by executioners in secret in Belarus in 2017.

But Amnesty commended other countries in the region who made "great strides" in the global fight to abolish the death penalty.

Salil Shetty, Amnesty International's Secretary General, said: "Strong leaders execute justice, not people".

The imposition and execution of the death penalty against people who were aged under 18 when the crime was committed is a violation of global law.

Landry said most people on death row have mental problems.

"Kenya has taken some progressive steps toward abolition", said Oluwatosin Popoola, Amnesty's lead advocate for eliminating the death penalty. The most executions took place in China, Iran, Saudi Arabia, Iraq and Pakistan.

Executions increased in the United States previous year, with 23 Americans put to death - three more than in 2016.

Talking about the Rafale Deal Surjewal blamed the centre government for compromising with the national security. On this day, Modi will address the MPs and interact with some of them, the sources said.

Last year Amnesty International recorded 923 executions worldwide. "In Iran, for instance, the drop can be traced to judicial reforms for dealing with drug-related crime", Popoola told DW.

Amnesty claims these actions represent a breach of protections recognized under Japanese and worldwide laws and signal a "departure from the practice observed for 20 years".

Drug-related executions were recorded in China, Iran, Singapore and Saudi Arabia, where "drug-related beheadings rocketed from 16% of total executions in 2016 to 40" in 2017. The country did not execute anyone for a non-drug related crime in 2017.

On 25 January 2017, Kuwait executed seven people - the first death penalty carried out since 2013.

"The draconian anti-drug measures widely used in the Middle East and Asia-Pacific have totally failed to address the issue". "The execution was signed by King Hamad, and the blood-stained clothes of the executed men were handed to their families, an action usually taken by members of a mafia, not a state".

Popoola says efforts must now be concentrated on working towards abolishing the death penalty in those countries that still practice it, and he has concrete proposals for doing so.

Lee added that AI would campaign for clemency in the case of Hoo Yew Wah, a Malaysian who has remained on death row since 2015.

Morrell says not only is the death penalty not a deterrent, it's increasingly hard to execute someone.

The petition reads: "As Nigerians, we are increasingly anxious, particularly on the recent report released by Amnesty International, where it claimed that the Nigerian security forces ignored warnings about Boko Haram attack on Dapchi, a community in Yobe State, Nigeria, where over 100 schoolgirls were abducted by the elements of the Boko Haram insurgents".

Some legislators also chafed at the religious leaders - including a nun and a representative for the Catholic bishops - saying the death penalty was immoral.
