SEOUL, South Korea The rival Koreas were holding rare high-level military talks today to discuss reducing tensions across their heavily fortified border.

Mr Pompeo made clear earlier yesterday in Seoul that sanctions would be lifted only after complete denuclearisation by North Korea. But "I've never agreed with 100 percent of what this president says off the cuff like that".

However, newly released video from North Korean state media is raising eyebrows - not least because it shows the US President saluting a military general from a hostile regime.

In Washington on Wednesday, Trump, back from his first encounter with Kim, hailed the Singapore summit as a major win, declaring the DPRK no longer poses a nuclear threat.

And he sought reassurance that the USA military presence in Japan would not be reduced, after Trump indicated that he would like to withdraw all or some of the more than 28,000 troops in South Korea at some point, as both a cost saving measure, and to reduce a perceived overextended US military presence overseas.

That has given Secretary of State Mike Pompeo a lot of explaining to do in conversations with worldwide leaders in both South Korea and China.

North Korea has been isolated on the global stage for decades - with brief bursts of diplomacy - for its appalling human rights record and its relentless pursuit of nuclear weapons. -South Korean military alliance remains strong, and they will continue to closely consult on all joint security decisions.
