A Reuters reporter had asked Putin, "Did you want President Trump to win the election and did you direct any of your officials to help him do that?"

The US declaration came after the Russia's ambassador to Washington said Putin had made concrete proposals on resolving the conflict in eastern Ukraine to Trump at the Helsinki summit.

In a statement released before the hearing, the State Department said the United States will never recognize Russia's annexation of Crimea and will continue to insist that Ukraine's territorial integrity be restored.
