As Hurricane Florence nears Carolinas, one million told to evacuate

Hurricane Florence has strengthened into a potentially catastrophic Category 4 storm as it closes in on North and SC, carrying wind and water that could wreak havoc over a wide stretch of the eastern USA coast.

A mandatory evacuation order takes effect Tuesday at noon in eight counties along South Carolina's 187-mile coastline.

Governors in the Carolinas and Virginia already had declared emergencies, and some sought federal aid as well. It was not immediately clear how many people were being evacuated.

If Florence slows to a crawl just off the coast, it could bring torrential rain to the Appalachian mountains and as far away as West Virginia, causing flash floods, mudslides and other risky conditions.

The center also spoke about the storm's power.

AccuWeather meteorologist Brett Rossi said the ground in North and SC and Virginia is already saturated from recent rains.

McMaster said the state will reverse lanes on four main roads - so that all lanes are leading away from the coast - to facilitate the evacuation.

A Category 4 hurricane has winds of 130 to 156 miles per hour on the Saffir-Simpson Scale of Hurricane Intensity.

"There is an increasing risk of coastal storm surge flooding and freshwater flooding from heavy prolonged rain when the hurricane approaches the US", said a NOAA tweet.

The current track extends the possibility of landfall from SC to northern Virginia but the impacts will extend even farther. The coastal areas of Virginia, South Carolina, and North Carolina are now under evacuation orders and are also the states in which airports will be most impacted by the storm. Two disturbances - one in the Caribbean and one well out in the Atlantic - stand moderate changes of developing into tropical storms, forecasters said.

"The bottom line is that there is high confidence that Florence will be a large and extremely unsafe hurricane, regardless of its exact intensity", the hurricane center said.

Meteorologists expect Hurricane Florence to be a Category 3 or a Category 4 storm when she makes landfall in North Carolina.

North Carolina governor Roy Cooper's office said Florence is already being felt along the state's coast, with large sea swells resulting in life-threatening rip currents and surf. President Donald Trump tweeted on Monday evening.

St. Andrews University and the University of North Carolina at Pembroke are canceling classes and all activities as of 8 a.m. Wednesday. The potential threats to the area posed by Florence include damaging winds, which can result in power outages and structural damage, flooding caused by heavy rain, and a significant storm surge impact. "All of the evidence points to an extreme disaster in the making in the mid-East Coast/Carolina region", said Bryan Norcross, a senior hurricane specialist with the Weather Channel.

The state Transportation Department likely will begin diverting eastbound traffic off I-26 in Columbia to US 321 or I-77 north at 8 a.m. Tuesday, it said.

"The evacuation order will be inconvenient, but we do not want to sacrifice one SC life, we are not going to gamble the lives of SC people", McMaster said. "This storm is strong and its getting stronger".
