Cellphones to receive first-ever national test on Wednesday

The Wireless Emergency Alert test will occur at 2:18 pm on October 3, and the Emergency Alert Systems test will happen two minutes later at 2:20 pm. Neither Trump nor any other USA president will be able to use the WEA system for any goal other than alerting citizens about a national emergency, according to FEMA.

FEMA officials said the administration can only send such an alert for national emergencies or if the public were in peril, rules outlined in a 2006 law. "No action is needed", the message will read, according to FEMA, which says the alert will have a loud tone and a "special vibration".

If you have a cellphone, expect it to buzz and beep loudly this afternoon around 2:18 p.m. EDT.

Its similar to the local amber alerts about missing children and weather warnings that area already sent to cell phones, except this one would be sent out by President Trump and future presidents.

The Presidential Alert was originally scheduled to be sent out September 20, but was postponed because FEMA was preoccupied with "response efforts to Hurricane Florence". Cell phones should only receive the message once.

The WEA test will be broadcast over the course of about 30 minutes and sound the same as an AMBER Alert. "No action is required". This will be the first presidential-level test and residents can not opt out.

The presidential alert is like those, only it goes to virtually every cellphone in the country, and you can't turn it off.

The Integrated Public Alert and Warning System (IPAWS) is created to warn Americans in the event of a national emergency.

"Users may opt out of receiving alerts in the imminent threat and AMBER categories but can not opt out of receiving Presidential alerts", the agency said.

Can I Block These Alerts?

FEMA warned if a "widespread severe weather or another significant event" occurs Wednesday, the scheduled test would be postponed, again. They say it can't be used for any sort of personal message from the president. Of course, you're cutting off all communication for your phone so you won't get any calls or other messages.

Some cellphones will not receive the test message, including those not compatible or whose wireless provider doesn't participate in the alert system.
