Second Summit with North Korea's Kim in Early 2019

North Korean leader Kim Jong-un is likely to pay a visit to Russian Federation this month, South Korea's top diplomat said on Monday.

US Secretary of State Mike Pompeo's Thursday meeting with a key aide to North Korean leader Kim Jong Un has been postponed, the State Department said, a potential setback in the seemingly stalled talks between Washington and Pyongyang.

"Secretary Pompeo will travel to New York City with Special Representative for North Korea Stephen Biegun to meet with DPRK Vice Chairman of the Central Committee Kim Yong Chol on November 8", the statement said.

The State Department said in a short statement Wednesday the officials would meet later "when our respective schedules permit".

The cancellation comes amid North Korean threats to restart its nuclear development unless the US begins to remove sanctions - a step the administration says it will not take until North Korea meaningfully moves to denuclearize, which it so far has not done.

At that meeting, Kim, who is seeking relief from tough USA -led sanctions, committed to work toward denuclearization, but his steps since have fallen short of US demands for irreversible moves to abandon a weapons program that potentially threatens the United States.

At a White House press conference, the president said Pompeo's meeting with Kim Yong Chol will be rescheduled.

Pompeo, speaking on Sunday on Fox News, said he was "not worried" about the North Korean demands and insisted there would be "no economic relief until we have achieved our ultimate objective".

The two leaders agreed to work toward the "complete denuclearization of the Korean Peninsula" when they met for the first time on June 12 in Singapore.

"Russia has indeed asked for discussing the issue of North Korean sanctions during tomorrow's USNC consultations as part of the "Miscellaneous" section [of the agenda] ..."

U.S. critics say that North Korea has yet to make any concrete concessions and it has rejected demands for what it described as its "unilateral disarmament". South Korea's foreign ministry said it was not aware of Ri's visit.

North Korea claims it has taken some steps toward denuclearization and has expressed its displeasure that the United States has not made concessions in return.

A think tank affiliated with the foreign ministry in Pyongyang warned Friday that the regime could resume nuclear work if the US side didn't relax its economic blockade.

Meanwhile, a satellite imagery analysis published by the website 38 North suggested that North Korea is continuing uranium mining and milling operations at one of the country's largest declared uranium ore concentrate facilities.
