Trump Announces Second Summit With North Korea's Kim Jong Un In Vietnam

Trump announced Tuesday in his State of the Union address that he will hold a two-day summit with North Korea leader Kim Jong Un (kim jawng oon) this month in Vietnam to continue his efforts to persuade Kim to give up his nuclear weapons. But there is not yet a concrete plan for how denuclearization could be implemented.

US President Donald Trump (R) and North Korea's leader Kim Jong Un shake hands following a signing ceremony during their historic US-North Korea summit, at the Capella Hotel on Sentosa island in Singapore on June 12, 2018.

It follows the pair's historic handshake and brief declaration on denuclearisation at their inaugural meeting in Singapore in June past year. Possible locations are the capital, Hanoi, and the seaside city of Danang.

By helping Washington achieve its Korean policy goals, this could help fulfil Vietnam's desire for closer relations with the USA, both to encourage trade and investment and serve as a strategic counterweight to China. North Korea has made virtually no progress towards denuclearizing their program.

Their agreement called on the two sides to 'work toward complete denuclearization of the Korean Peninsula, ' but without any specific language on verification or compliance.

U.S. Secretary of State Mike Pompeo visited Vietnam in July and urged North Korea to follow its example, saying Trump believed Pyongyang could replicate Hanoi's path to normal relations with Washington and prosperity after its own war with the United States.

"It bears repeating that Trump just claimed on national TV that had Clinton been elected North Korea would have nuked us", another user noted.

Body recovered from Emiliano Sala plane wreckage
The former club of Emiliano Sala are demanding his transfer fee after the striker's tragic disappearance, according to reports. Sala and his pilot David Ibbotson have been missing since shortly after their plane took off from France on January 21.

USA logistics officials visited the city last week, a major base for US and South Vietnamese forces during the Vietnam War, a source with direct knowledge of the matter told Reuters.

Despite North Korea's different history, the two communist countries share a history of anti-imperialist struggle and ambivalent relations toward China.

The upcoming summit could further bolster Vietnam's global reputation and help it "attract tourism and foreign investment", Vu Minh Khuong, a policy analyst at the Lee Kuan Yew School of Public Policy in Singapore, told the Agence France-Presse. Nuclear testing has stopped.

In the USA view, North Korea has yet to take concrete steps to give up its nuclear weapons.

Kim had agreed in principle to "complete denuclearization of the Korean peninsula" but United States intelligence agencies have said the country's nuclear program has continued.

North Korea has repeatedly urged a lifting of punishing US -led sanctions, a formal end to the war, and security guarantees.

"If the United States hopes to reach an agreement, a denuclearization road map that goes beyond the Yongbyon nuclear complex, it needs to show more flexibility in sanctions relief for the North's active engagement in making progress in denuclearization measures", said Cheong Seong-Chang, a senior researcher at the Sejong Institute.
