As such, he said, 'It is time to give our courageous warriors in Syria a warm welcome home'.

Since losing the urban strongholds of Mosul, Iraq, and Raqqa, Syria, at the hands of the US and allied local forces, the militants' standing army has been entirely beaten in Iraq and isolated to a mere pocket of territory in Syria's far east, where a separate campaign waged by the Syrian government and its Russian and Iranian allies have also devastated ISIS.

He claimed that his decision to pull the U.S. out of the nuclear deal with Iran and reimpose sanctions on the country has put vast pressure on the regime and stifled its regional ambitions, as well as slowed its ability to obtain a nuclear weapon.

The amendment called on the Trump administration to certify conditions had been met for the groups' "enduring defeat" before any significant withdrawal from Syria or Afghanistan.

Speaking to reporters on Monday, State Department officials likewise insisted that the 5,200 or so USA troops in Iraq - according to the last official Pentagon count from 2017 - remained focused on that mission.

Trump defended his decision to pull out of the 2015 nuclear deal with Tehran, which had lifted crippling sanctions in exchange for Iran curtailing its nuclear ambitions.

However, Iranian President Hassan Rouhani said that his country would be ready to establish "friendly relations" with the United States if it apologized for past wrongs. "And last fall, we put in place the toughest sanctions ever imposed by us on a country". However, Pompeo was not concerned that Russia's tactical strategies and efforts to continue a foothold in the region would replace the the most important country outside of the Middle East. This claim was highly disputed by other world leaders who said the fight against IS was far from over.

IS fighters swept into Murad's village, Kojo, in August 2014, killing the men, taking children captive to train them as fighters and condemning thousands of women to a life of forced labour and sexual slavery.
